Balfour Beatty's Ryan Ouyang Named Among ENR West's Top Young Professionals

CULIVER CITY, C.A. – Balfour Beatty announces that Ryan Ouyang, vice president and associate general counsel of Civils operations in the West, has been named one of Engineering News-Record (ENR) West's Top Young Professionals for 2025. This prestigious recognition highlights exceptional talent and leadership within the architecture, engineering, and construction industry.

ENR West's inaugural class of Top Young Professionals features 30 diverse rising leaders under the age of 40 who are making significant contributions to both their companies and communities across Alaska, California, Hawaii, Nevada, Oregon, and Washington. The selection process was highly competitive, with nearly 100 entries submitted from across the region. Candidates were evaluated based on career experience, leadership abilities, community service, and other notable achievements.

Ryan Ouyang, currently handles all legal affairs related to Balfour Beatty Civils business operations and performance in the West. His educational background includes a bachelor's degree in mechanical engineering from the University of Illinois Urbana-Champaign and a J.D. from Notre Dame. Prior to joining Balfour Beatty in 2024, Ryan served as a law clerk and associate attorney at a law firm in Chicago, worked as an ethics and compliance officer and contracts manager at the Walsh Group, and spent seven years at AECOM in various roles, ultimately serving as assistant general counsel.

Throughout his career, Ryan has demonstrated excellence in managing claims processes and developing procedures to reduce margin erosion and improve financial performance. His commitment extends beyond his professional responsibilities, as he volunteers with and serves on the leadership advisory board of Vista Del Mar Child & Family Services, a nonprofit agency providing critical programs and services to children and families with mental health disorders.

The ENR West Top Young Professionals contest was judged by a distinguished panel of industry leaders, including Mannie Barnes of Guy F. Atkinson, K.K. Clark of Clark Construction, Wendy MacLeod of Turner Construction Co., Paul Pendergast of BuildOut California, Michelle Rabinovich of Shawmut, and Adam Spillane of Cupertino Electric Inc.
