Operations Director Ryan O’Donnell has masterfully combined his love for golf into his work life by successfully delivering beautiful hospitality projects throughout the region, many of which are within walking distance of nearby golf tracks.

This addition to The Fairmont's Princess Ballroom resulted in the property becoming the largest meetings hotel in The Fairmont collection. We communicated with the general manager through a video blog throughout the process, which resulted in efficiency and bookings.

Jay McQuarie

Vice President

Jay brings over 15 years of experience to his role as vice president. Wearing many hats, he provides oversight to project teams and plays an integral role in estimating, preconstruction, business development, and marketing for projects in Arizona. Jay graduated from Northern Arizona University with a B.S. in finance and business administration.

Justin Maletic

VP/BUL - Austin & Arizona

Relentless Ally since 2011

As Vice President/Business Unit Leader for Balfour Beatty’s Austin and Arizona offices, Justin Maletic provides executive-level leadership to support the growth and profitability of both offices. With over 21 years of experience in the construction industry, Justin brings proven expertise in operations, business acquisition and strategy to this role. Professionally, Justin is a Certified Construction Manager (CCM) with the Construction Management Association of America (CMAA), an Associate DBIA with the Design-Build Institute of America, and an active member of the Lean Construction Institute (LCI). Justin holds a Bachelor of Science and an MBA from San Diego State University. Justin is deeply committed to advancing the construction industry and is passionate about fostering high-performance teams.

Ryan O'Donnell

Operations Director

With over two decades of construction industry experience, Ryan brings a wealth of various market experience with an emphasis in hospitality expertise to our team. As Operations Director, he provides guidance and support to our project team during preconstruction and construction. Ryan brings valuable owner, designer and subcontractor relationships, and his willingness to step in ensures we deliver a successful project on time, within budget and at the highest quality.

Jennifer Rhoads

Project Executive, Arizona Special Projects Group

Relentless Ally since 1999

As Project Executive, Jennifer leads the Special Projects Group for the Arizona office. Her dedication to clients, partners and employees are evident in the daily operations and projects within occupied facilities. Jennifer was named a Procore Hard Hat Hero 2019 for her efforts in the community. Jennifer was a member of Balfour Beatty’s Bridges to Prosperity team in Bolivia in 2018. She also continues efforts to support a local children’s home and those in need since 2010.

Allison Black

Business Development Director, Arizona

Relentless Ally since 2024

Allison has over 12 years of industry experience. A proud Sun Devil, she’s called Arizona home since 1999, and knows what it takes to be successful in this market. She’s a relentless connector who is always leading from her heart and working to stay ahead of industry trends. She’s enthusiastic to build our brand, foster new partner relationships and bring opportunities to life. She supports Feed My Starving Children.

Pleas Mitchell

President, Texas

Relentless Ally since 1989

Pleas has been in the construction industry for more than 30 years, most of which have been spent building award-winning, profitable, landmark projects for Balfour Beatty. He has been involved in the construction of more than two billion dollars in buildings in the healthcare, corporate headquarters, educational and hospitality market sectors. He has managed every aspect of a construction project’s lifecycle, including planning, preconstruction, construction, finish work, close out and warranty.

In his role as president of the company's Texas operations, he provides continuous overall management direction for operations to ensure timely delivery of a quality product that meets the owner’s functional requirements and the architect’s design standards.

Pleas earned a Bachelor of Arts degree from Southern Methodist University.
