Salem Public Works Operations Building

The new 30,000-square-foot center consolidates four office locations into one unified, cohesive building with shared meeting and collaboration spaces, breaking down barriers and connecting people from the field and the office. The new building creates improved operational efficiency, builds a more durable and resilient employee culture, and allows the City to better respond to emergencies (including wildfires, flooding, ice storms, and more).

The mechanical, electrical, plumbing, and fire protection (MEP/F) systems were carefully designed with aesthetics in mind. Our team incorporated chases directly into the Mass Plywood Panel (MPP) decking design, allowing sprinkler and electrical systems to run over beams rather than underneath or through the beam. Any beam penetrations were coordinated early in the process since a mass timber structure does not allow for flexibility during construction. The wood timber subcontractor and MEP/F partners were brought in early on in design to assist in this coordination. Our team led an incredibly robust BIM process that was modeled for overhead coordination (down to the pipe hanger). Many design challenges and revisions were realized through this effort, eliminating downtime in construction, thus saving time and money.

This project was delivered utilizing a Design-Build (D/B) contract. Working seamlessly with our design partner, we were able to provide practical solutions that maintained the budget while still maintaining the City’s material durability, climate, and human health priorities. This required a highly collaborative environment, something the City knew we could deliver based upon their previous experience with this same D/B team on the Salem Library Renovation project.
