July 28, 2025
LOS ANGELES, CA – Balfour Beatty has been selected as a prequalified general contractor for Metrolink's Southern California Optimized Rail Expansion (SCORE) program, positioning the company to compete for construction projects within the client’s transformative multi-billion-dollar rail modernization initiative.
The SCORE program represents one of the largest rail infrastructure investments in Southern California history, designed to upgrade Metrolink's system for the 2028 Olympic and Paralympic Games and beyond, while advancing the region's zero emissions goals. The comprehensive capital improvement plan encompasses construction of grade crossings, station and signal improvements, as well as extensive track construction across the Metrolink network.
Individual SCORE projects are expected to range from $10 million to $100 million in value, offering substantial opportunities for qualified contractors. The program's scope includes critical infrastructure improvements designed to enhance capacity, reliability and environmental sustainability across the regional rail network.
"This prequalification reflects our team's deep rail expertise throughout the West and builds upon our long-standing partnership with Metrolink," said Keith McCoy, Balfour Beatty US Civils senior vice president of Rail operations. "Being selected as a qualified SCORE program contractor aligns perfectly with our strategic growth strategy within our rail business and Balfour Beatty is excited to contribute to this transformational infrastructure program that will benefit millions of Southern California commuters and visitors."
Balfour Beatty's selection for the SCORE prequalification pool demonstrates the company's proven capabilities in complex rail construction and positions the firm to compete for multiple project awards as Metrolink advances this ambitious modernization program. This selection also follows Balfour Beatty's recent prequalification for Los Angeles World Airports' (LAWA) Multiple Award Task Order Contract (MATOC), a similar program structure that positions the company for multiple infrastructure opportunities across California's critical transportation networks.
