Balfour Beatty US Hires Vice President, Legal of Civils Operations in the West

DALLAS – Balfour Beatty announces the hiring of Ryan Ouyang as the company’s Vice President, Legal for U.S. Civils West operations. This executive role is responsible for legal affairs of the company’s Civils operations in California, Oregon and Washington, working in coordination with the U.S. Civils’ General Counsel.

Ryan has 15 years of combined legal and ethics and compliance experience and prior to joining Balfour Beatty, Ryan served seven years at a multinational infrastructure consulting firm as Assistant General Counsel. In this role, he supported project teams and senior management by providing counsel to manage and mitigate risk within the business, with a focus on commercial transaction, litigation, claims management and bankruptcy.
He also served as Ethics/Compliance Officer and Contracts Manager at a heavy civil general contractor in the Los Angeles area where he supported the company’s commercial and government agreements/contracts, claims and litigation, and ensured compliance with corporate and government regulations and procedures.
Ryan is a graduate of University of Illinois at Urbana-Champaign and received his Juris Doctorate at the University of Notre Dame Law School.
