Balfour Beatty Breaks Ground on The Salvation Army of North Texas’ 21-Acre Dallas Social Services Campus

DALLAS Balfour Beatty announces the groundbreaking of The Salvation Army of North Texas' Dallas Social Services Campus, a landmark project that will revolutionize the delivery of integrated social services across the region. The ceremonial groundbreaking took place on May 13 at the 21-acre project site, marking the beginning of construction on this transformative facility that will address poverty, homelessness and addiction in North Texas.

As construction manager at-risk for the project—the cornerstone of The Salvation Army's $212.7 million One Army, Many Fronts Campaign—Balfour Beatty will deliver a state-of-the-art campus that will more than double the organization's capacity to lift individuals and families out of homelessness each year.

Our construction approach prioritizes efficiency, sustainability and creating spaces that preserve human dignity while fostering recovery and growth."

The first-of-its-kind campus will feature emergency shelter facilities, inpatient and outpatient addiction recovery programs, shelter for survivors of domestic violence and sex trafficking, veterans housing, family services and housing with onsite childcare and an integrated medical, dental, and behavioral health clinic—all designed to create a seamless support system for those in need.

The campus design emphasizes accessibility, safety and a holistic approach to care—priorities that the construction team will maintain throughout the building process. The project represents a significant step toward addressing the critical issues of homelessness, addiction and poverty. In Dallas County alone, more than 3,500 individuals are without homes on any given night.

Balfour Beatty will work closely with its industry partners and The Salvation Army of North Texas and donors to deliver the Dallas Social Services Campus, which is scheduled for phased completions. The first facilities are expected to open in late 2027.
