Recently promoted to vice president of operations, Dave now leads our Jacksonville, Florida, team at a moment when the region is becoming one of the fastest‑rising markets in the country. Those decades working alongside aviation authorities reinforced a principle that continues to guide his leadership philosophy today: lasting value is created through enduring partnerships, not short-term wins.

Dave’s big picture mindset was sharpened through his experiences across multiple airport environments across the Southeast from large, complex hubs like Jacksonville International Airport (JAX) and Raleigh-Durham International Airport (RDU), to smaller, community-driven facilities such as Albert J. Ellis Airport in North Carolina. Each setting demanded a different approach to standards, stakeholder engagement and operational priorities, giving Dave a broad perspective on how contractors must evolve to meet growing community needs.
Returning to His Roots
After supporting aviation growth across the Southeast and contributing to business development efforts across Florida, Dave returned to his hometown of Jacksonville in 2014 with a vision to expand Balfour Beatty’s expertise in delivering complex projects into new markets.
He recognized the opportunity to leverage the company’s collaborative approach and commitment to community partnerships to help shape the region’s future. Under his leadership, Balfour Beatty has helped deliver projects that strengthen connectivity and support the communities it serves. From transportation infrastructure projects such as the Jacksonville Regional Transportation Center and the U2C Bay Street Innovation Corridor, which enhance mobility and connect people to jobs and services to educational and cultural facilities like Museum of Science & History (MOSH) Genesis and multiple Jacksonville University projects that enrich daily life and inspire future generations, Balfour Beatty’s work continues to drive Northeast Florida’s long-term growth and prosperity.
