As one of the nation’s leaders in school construction, we make it our business to make schools a better place for tomorrow. Our recently completed College View School in the Glendale Unified School District is doing just that—preparing extraordinary students for bright and productive futures.

Located across from Glendale Community College, the 52,000-square-foot school is the District’s first new project funded through Measure S, a $270 million school bond program approved by voters in April 2011. Originally designed and built in the 1970s, the campus was in need of a complete overhaul to provide a customized facility that would better prepare special needs students for a transition into standard classroom and public environments as well as a life of self-sufficiency.

Balfour Beatty's goal from the beginning was to be aligned with the goal of the school itself—to provide an outstanding special education facility for an extraordinary group of students, teachers and staff where they will be eager to learn, teach and prepare students for their next stage of education.

Campus Excellence through Value Engineering 

Balfour Beatty was awarded the project through a competitive best value selection process. Our team was not only committed to delivering the District’s vision and dream for the project, but we were also committed to doing so within the allocated budget of $19.8 million, despite an original design that was priced higher. Trusted relationships with our trade partners and subcontractors were key to our success in a value engineering process that ultimately resulted in a savings of over $1 million in construction costs. Through a collaborative, line-by-line process, we not only achieved our goal, but we also returned $150,000 to the District in the form of a contingency refund. 

Commitment to Community

Being the District’s first project funded by the bond program, and one that had such an important role to play within the community, everyone on the project team was truly vested in the project’s success. Support came in many forms including raising money and participating in the school’s annual Wheel-A-Walk-A-Thon. The event is the school PTA’s biggest fundraiser and offers a fun activity for kids, parents and other community members involved with student care. 

During construction, the project team also helped coordinate and deliver an annual ACE Mentorship program through which a group of students from neighboring Clark Magnet High School and Glendale High School visited the project site to learn about the construction industry through job shadowing opportunities and educational sessions led by members of the Balfour Beatty team.

We’ve also been strong supporters of neighboring events such as the Tustin Dino Dash, Sharefest, Adopt-a-Family and the Tustin Foundation Summer Academy in an never-ending effort to not only build buildings, but to also build relationships and a stronger community.

Project Highlights

The project scope included demolition of the existing facility and construction of a new, two-story, 52,030-square-foot building from the ground up while maintaining a safe environment for students, staff and the community.

Situated on eight acres, the school serves approximately 60 students ranging in age from three to 22 years with extreme special needs and severe disabilities. Campus features include state-of-the-art therapy equipment; apparatuses and educational technology systems; an indoor therapy pool; full kitchen; multipurpose room; computer lab, therapy/exercise room, handicap outdoor playground area; large framed skylights; sensor garden; and a 35-foot colored curtain wall system surrounding the lobby and elevator area. The building was designed and constructed as an HPI sustainable building, which provided the District eligibility for over $1 million in State funds.

Former secretary of education, Richard W. Riley, once said “The school is the community, and the community is the school.” In every way, Balfour Beatty’s work at College View School exemplifies that we not only understand this principle but take its truth to heart.
